The ability for admins/anybody to edit/delete comments on tickets

Description

It would be very beneficial to have the ability to edit (or possibly delete) comments on the tickets. Make it an admin function if we're worried about developers making devious changes. Not being able to do this is making it difficult for us to use the Trac system.
