Move license to COPYING file

Description

The license text in the source files is a bit lengthy. The license text could be moved to a COPYING file, and a reference to the COPYING file added to each source file, as shown ​here.

We don't even need a second license file copy called LICENSE.

Another minor DONE is to add maintainer and maintainer_email to setup.py, and update the string for the license parameter.
