Description
There is already a ticket about this issue here: ticket
I suggest to apply the suggested workaround until there is an officially accepted solution.
I have attached the patch.

I've tried your patch and it is a great improvement. I will use it on my local site. Currently, I'm working around the same issue by editing the local ticket template field so that the warning box appears at both the top and the bottom of the ticket - you are always or nearly always looking at the bottom of the ticket when these warnings are displayed.
I am reluctant to incorporate this into the plugin though. The warning message display is a facility provided by the Trac ticket core. I think that fixing this issue is something that should be done centrally rather than separately by every plugin that uses ITicketManipulator. #11269 has been open over three years, but there has been some recent activity on it.
