can't change moderators when creating a new forum

Description
I just installed the plugin and started using it. I'm loving it! Thank you for the wonderful plugin!
There are two users with TRAC_ADMIN and DISCUSSION_MODIFY permissions assigned on my site, and I am one of them. Let's call them userA and userB.
When I create a new forum, a page shows up with three fields (name, subject, and description) and a scroll menu (moderators).
The moderators scroll menu only shows userA, and so I can't assign userB as a moderator for a forum. Is this a bug?
As I mentioned above, both userA and userB have DISCUSSION_MODIFY permission. DISCUSSION_VIEW and DISCUSSION_MODERATE don't need to be assigned, do they? In other words, DISCUSSION_MODIFY permission lets you do everything that DISCUSSION_MODERATE and DISCUSSION_VIEW can do, am I right?

The probably reason why you don't see userB is clearified in ticket #487. List of moderators is not dependent on permissions assigned to user but only if Trac knows that user. Your assumptions about permissions is right so please post a ticket if there is something wrong with that.
