Plugin needs a license

Description

I've been maintaining the DuplicateTicketSearchPlugin for some time now. I recently realized that the plugin has no license. Could you please assign a license to this? If you have no preference, I'd be happy to assign it a BSD license for you.

I am absolutely fine with BSD license.

That would probably be ideal, from the standpoint of preserving history and traceability.

One option is to pull content from the ​BSD page, put it in a file called COPYING and add license = 'BSD' to setup.py.
