Description

The ​source code source code is clearly under BSD license: 

# This software is licensed as described in the file COPYING, which
# you should have received as part of this distribution. The terms
# are also available at http://trac.edgewall.org/wiki/TracLicense.

At the time when DiaView (DiaVisView is based on it) was released (2007?), trac already has changed from GPL to BSD (2005), AFAIK. setup.py ​states GPL, which is wrong, IMHO.
